Feeling as though she's being treated like a child by her mother and watcher, Buffy finds the tide of maturity turned when all the adults begin acting out as teenagers. Little does anyone suspect that the whole thing is to mask a much more sinister plot involving the Mayor and a familiar enemy.
Harm is sent to Washington, D.C., to join a committee formed to judge the validity of a shocking television report - that U.S. forces used sarin gas on fellow Americans during the Gulf War. What he uncovers, though, is so unexpected that he can't present it without testimony from a key witness, Sgt. Morrison, who was actually on the mission in question in the Gulf, but has been missing ever since.

The Mayor is preparing to run the Olympic torch around City Hall, but can't because the Nigerian speed walker supposed to deliver the torch to him has disappeared, lost in the city. Mike struggles with the fact that he can't live without his job, while trying to take a vacation. Nikki finds a ringer to pose as her boyfriend, for them to have dinner with Mike. Stacy spills the beans to Mike about Nikki's feelings for him.
Tessa Holloran, former Number One of the Mars resistance, arrives with a warning for Lise and Michael - an assassin has been hired to kill them. Meanwhile, G'Kar gets ready to leave, though not everybody is happy about it.
